Diabetes: Though diabetes is not a disease but a disorder, it tends to act like a non-contagious disease in some cases. This can be observed in cases where the small blood vessels near the skin change and result into a condition that is known as Diabetic Dermopathy. A circular red rash on legs often appears when a person is affected by Dermopathy. In many cases, the rash turns brown in color.
